China's China one belt, one road initiative, one belt, one road initiative, has posed new challenges to the current international cooperation. One belt, one road is China, one belt, one road, and one belt, one road. The United States relies on the "entity list" and other policy tools to suppress the development of China and the "along the way" along the line. As at present, entities listed by the US industrial and safety Bureau are listed as "entity list". 57.6% of them come from the "one belt" road, while the United States is listed in the "unverified list" entity from 20 countries, which involves 14 "one belt and one road". Countries along the line. China China's "one belt, one road" initiative, which is based on G7's developed country dialogue mechanism, is the 40 trillion Build infrastructure investment plan, the "Better Back" (B3W) plan.

Can b3w plan be incorporated into western countries

Chinese enterprises still have great advantages in capital construction cost, technical equipment and construction speed, which are welcomed by the governments and people of developing countries. One belt, one road, China must be firmly committed to the success of the "one belt and one road" construction.

The b3w plan proposes to support the infrastructure construction of low-income and middle-income countries in the four fields of climate, health and health security, digital technology and gender equality in the form of private financing supplemented by public financing.

However, as pointed out in the first sentence of the White House government press release, the plan aims to "conduct strategic competition with China". It is a starting point of the Biden administration's strategy to contain China and the support for the United States to reconstruct the United States centered multilateral alliance system. It has strong political meaning and moral hypocrisy, rather than seeking the well-being of the people of developing countries. The "values driven" and "high standards" of the plan advertised by the United States can not respond to the development needs of developing countries, and its attempt to attach human rights, climate change and other political conditions to development financing is even more difficult to obtain the support of developing countries.

Although the plan was proposed at the G7 summit in the collective name of developed countries, there were differences among G7 countries, and no national implementation plan was put forward for the principled initiative of b3w after the meeting. As far as the implementation of the b3w plan is concerned, the US government itself lacks the ability to mobilize massive investment in the private sector, so it is difficult to invest the promised financial support, and it is even more difficult to coordinate the concerted action of G7 member states.

China's "one belt, one road" initiative relies not only on the capital advantages accumulated by China's economic take-off since China's reform and opening up, but also the accumulation of long-term experience, technology and management of Chinese enterprises.

In addition, China can also provide important products that the United States cannot provide alone but must rely on its allies, such as high-speed rail and 5g communication equipment.

One belt, one road initiative, which is led by the United States, will not stop and slander the "one belt and one road" initiative. It will always take a magnifying glass to "care" the construction and investment of China's enterprises overseas. Chinese enterprises should widely spread the great power spirit and open up new paths in the narrow gap.

How can Chinese enterprises widely spread the spirit of great power

Chinese enterprises should also increase foreign assistance and support, promote the implementation of green projects, give priority to the use of low-carbon, energy-saving, environmental friendly and green materials and technologies, and share China's concept and practice of ecological civilization and green development with countries along the line.

First, we should make greater efforts to publicize the idea that China's investment and contracting projects in the country where the project is located are solely for the economic development of the country where the project is located, and there are no political conditions attached. The ways of publicity can be diversified, and it is best to use a third-party platform for publicity. The media for publicity include the production of documentaries, special reports, life records of print media, etc. The target of publicity is the local people, the local government and the people of any third country with goodwill. Chinese enterprises overseas need to carry out large-scale, universal, full coverage and targeted public opinion publicity from now on. They should not only retain the diligent and down-to-earth working habits of decades, but also start and adhere to the promotion strategy of "wine should be shouted frequently".

Second, actively participate in all bidding projects to let the local government and people know that after the project bidding participated by Chinese companies, the overall investment of the project will be greatly reduced, which can effectively use the limited local funds to improve the lives of local people.

Third, increase the training and improvement of the technology, skills and management level of local personnel. In each project, funds and time should be reserved to specially train local personnel in life skills, work skills and management concepts and abilities.

Fourth, on the one hand, Chinese enterprises should establish and improve their own compliance system, strengthen project management and be upright without fear of shadow; On the other hand, with the assistance of professional institutions, we should learn and be familiar with international rules to avoid being sanctioned by multilateral financial institutions and foreign governments because we are not familiar with international rules. We should publicize and implement the anti-corruption, fair and open international transaction rules of the international transparency organization and the world bank, and gradually cultivate the compliance awareness of the government personnel and people of the host country of investment.

Fifth, in terms of carbon neutralization and environmental protection, China has established a highly competitive wind power and photovoltaic industry chain, and has accumulated rich application experience and technical advantages in energy conservation and emission reduction in the industrial field, promoting zero carbon transportation and green buildings, and enhancing carbon sink capacity. Chinese enterprises should break through the traditional construction contracting mode, actively contract EPC projects, drive China's technology and equipment export in new energy and environmental protection, and make the achievements of clean technology development benefit the people of developing countries.

How do Chinese enterprises open up new paths in the slit

Chinese enterprises must actively participate in and lead the arbitration of overseas investment and contracted projects, abandon the passive thinking of calming people, establish and improve the third-party evaluation system for project dispute resolution, especially ask Chinese lawyers to issue evaluation reports from the perspective of Chinese law, so as to protect national interests to the greatest extent.

China's enterprises one belt, one road and one country, faces the challenges of the "complex" international situation and the "one belt and one road" challenge.

First, against COVID-19.

The inconvenience brought by COVID-19's wreaked havoc and the threat to the health and life of overseas workers are the outstanding obstacles for China's overseas contracting projects and overseas investment projects. From the current epidemic situation in the global dissemination and international community's prevention and control situation, COVID-19 has entered the "normalization" stage, the communication and circulation inconvenience caused by the epidemic may continue. The response means of Chinese enterprises is to work together with the local government and society to prevent the spread of the epidemic, do a good job in the epidemic prevention of the project site and the investment area, and actively cooperate with the common fight against the epidemic. At the same time, we should actively promote China's vaccine to go to sea and establish an immune barrier for the people of more countries and regions as soon as possible to overcome difficulties.

2、 In view of the unrest on the ground

The volatile situation has always been a prominent problem perplexing the development of some developing countries and deterring international investment. There are many reasons for the unrest in developing countries, including the uneven development of these countries themselves and the intervention and promotion of western countries - western countries have funded and promoted local anti-government movements, some populist movements and even terrorist movements for a long time. In the face of the turbulence of the local situation in the country where the project is located, Chinese enterprises should establish their own security system to prevent the possible risks of overseas investment and contracting projects.

3、 Insufficient local funds and corruption

The shortage of funds is a universal problem faced by developing countries, especially in the least developed countries, landlocked developing countries, small island developing States and African countries identified by the United Nations. The Addis Ababa action agenda of the Third United Nations International Conference on financing for development pointed out that the financing gap of infrastructure in developing countries is at least US $10 trillion-15 trillion, and the financing gap is increasing every year. According to the data collected by the global infrastructure center established under the initiative of the G20 meeting from 56 countries, it is speculated that the infrastructure gap of developing countries will reach US $15 trillion by 2040. According to the research statistics of McKinsey Global Research Institute, the world needs a total of US $33 trillion in infrastructure investment every year, and the capital gap is as high as US $350 billion every year. By 2030, the global infrastructure capital gap will reach US $15.9 trillion. The one belt, one road area is China's developing country and the main market of China's overseas engineering contracting enterprises. The first mock exam is to promote the "small investment and large contract", China's EPC+F (financing) +I (investment) mode, and give full play to China's contractual capital allocation capability, and this mode can also drive China's domestic exports. Contracting enterprises can also consider appropriate investment and hold contracting projects with good profit output for a long time, so that local or international investors can "get on the horse and send another journey".

4、 Dispute resolution means

The issue of dispute resolution means has a significant impact on the capital, time cost, cooperative relationship between the contractor and the owner and the overall promotion of the project. In order to prevent disputes from arising at the source and make arrangements for dispute resolution in advance, Chinese enterprises should actively adopt the FIDIC contract model, retain the provisions of the dispute resolution mechanism (i.e. Daab clause 20.4), prevent "disagreement" from developing into "disputes" during project implementation, and resolve problems arising from project implementation in a timely manner, Put the problem solving box within the established path.
